Who Pays for Crime Scene Cleaning in the UK?

Nobody tells you this. After the police leave, after the forensic team packs up, after the tape comes down, somebody has to clean up what’s left behind.

And somebody has to pay for it.

I’ve been doing this work for 25 years. The phone calls I get from families in the first few days after an incident are always the same. They’re in shock. They’re grieving. And then they find out the police aren’t going to sort the cleaning. That’s when the panic sets in.

Let me walk you through who actually pays, what your options are, and how to avoid getting stuck with a bill you weren’t expecting.

The Short Answer: The Police Don’t Pay and They Don’t Arrange It

This catches everyone out. People assume the police will organise professional cleaning as part of their investigation. They won’t.

Here’s what the police do:

  • Secure the scene during their investigation
  • Collect forensic evidence
  • Remove the cordon when they’re finished

That’s it. Once they release the scene, it becomes the property owner’s responsibility. Not the council’s. Not the NHS. The property owner’s.

I had a family in Southmead last year ring us at eleven at night because the police had just released their father’s flat. They’d assumed someone official would handle it. Nobody had. They walked in and found everything exactly as it was. Honestly, that’s one of the hardest parts of this job. Hearing the shock in someone’s voice when they realise what they’re dealing with.

The Metropolitan Police and Avon and Somerset Police both confirm this on their websites. The responsibility falls on whoever owns or is responsible for the property.

Home Insurance: Trauma and Biohazard Cover

Here’s the good news. Many home insurance policies do cover crime scene cleaning. Not all. But many.

You need to look for these terms in your policy:

  • Trauma cleaning or trauma cover
  • Biohazard remediation
  • Unattended death cleaning
  • Crime scene restoration

Some policies list it under “additional perils” or “home emergency cover.” Others bundle it into their buildings insurance as standard. There’s no consistency across the industry, which makes it confusing.

The typical process works like this:

  1. You contact your insurer and report the incident
  2. They assign a loss adjuster or claims handler
  3. You get authorisation to instruct a specialist cleaning company
  4. The insurer pays the cleaning company directly, or reimburses you

Important: Don’t wait for insurer approval before calling a cleaning company. Most insurers understand that biohazard situations need an immediate response. Call us, then call your insurer. Average claim values for crime scene cleaning typically fall between £1,500 and £4,000, depending on the severity and the size of the affected area.

Landlord vs Tenant: Who’s Responsible?

This is where it gets complicated. The answer depends on the circumstances.

If the tenant caused the incident (or was the victim):

The landlord is generally responsible for restoring the property. Their landlord insurance should cover specialist cleaning under buildings or property owner’s liability cover.

If a third party caused the incident:

The landlord is still responsible for the property, but may be able to recover costs from the third party’s insurance or through legal action.

If the property is managed by an agency:

Contact the managing agent first. They’ll have the landlord’s insurance details and can authorise work quickly.

Here’s what catches landlords out. Standard buy-to-let policies often exclude trauma cleaning unless you’ve specifically added it. If you’re a Bristol landlord and you haven’t checked your policy for biohazard cover, do it today. Not after something happens.

Tenant responsibilities: Tenants are almost never liable for crime scene cleaning costs unless they directly caused the damage through criminal activity. Even then, the landlord needs to restore the property and pursue costs separately.

Local Authority Assistance

Some local councils offer help, but it’s patchy and inconsistent.

Bristol City Council can sometimes provide:

  • Emergency housing if the property is uninhabitable
  • Signposting to victim support services
  • Financial assistance through hardship funds in extreme cases
  • Environmental health intervention if there’s a public health risk

They won’t, however, arrange or pay for professional crime scene cleaning as a standard service. That gap between what people expect councils to do and what they actually do is massive.

Victim Support (0808 168 9111) can sometimes help access funds through the Criminal Injuries Compensation Authority (CICA), but this is a slow process. We’re talking months, not days. It’s not going to help when you need a property cleaned this week.

Housing associations that own the property are responsible for cleaning in the same way any landlord would be. They typically have contracts with specialist cleaning companies already.

When There’s No Insurance: BCH Payment Plans

Sometimes there’s no insurance. Maybe the policy lapsed. Maybe it excluded this type of work. Maybe the person never had cover in the first place.

Crime scene cleaning costs typically range from £1,000 for a small, contained incident to £5,000 or more for extensive work involving multiple rooms, structural contamination, or situations that have gone undiscovered for some time.
